3/4 to 1 cup flour
1 small bag cotton balls (50 count)
foil lined cookie sheet

Directions:
1. In a mixing bowl combine flour and water to make a smooth paste
2. Add cotton balls and stir gently to coat
3. Form shapes and place them on foil cookie sheet
